&lt;div&gt;The history of Termanistan may be divided into eras, most of which may be subdivided into dynasties, which may then be subdivided by reigning emperor.&lt;br /&gt;
&lt;br /&gt;
= First Era (0 - 37,861) - Reign of Yilbechar =&lt;br /&gt;
&lt;br /&gt;
The dragon [[Yilbechar]] founded the city on a proto-plane of his own creation. His motivations were both to protect the world from his experiments and to protect his experiments from the world. With time he invited friends and colleagues, and the city grew to become a teeming haven for academic discussion, experimentation and scholarship.&lt;br /&gt;
&lt;br /&gt;
No exact census has ever been conducted, but it is believed the city surpassed the one million inhabitants mark within this era.&lt;br /&gt;
&lt;br /&gt;
A growing fraction of the population gradually lost faith in Yilbechar's ability to take care of the city, and in 37,845 the [[First War]] broke out. After 16 years of civil war Yilbechar's private sanctum was breached by a group of highly skilled assassins. A magical bomb was planted, and the dragon was erased from existence.&lt;br /&gt;
&lt;br /&gt;
The faction who won the war - the [[Brotherhood of the Synod]] appointed their leader, the elven arcanist [[Teroniel Dellamanor]] as the first [[Emperor]].&lt;br /&gt;

After more than 35,000 years the collection is impressive.&lt;br /&gt;

Long after the [[Brotherhood of the Synod]] seized power in Termanistan, they decided the chaotic society created by the world's magic users was unfortunate and a threat to Termanistan's continued existence, and that something must be done. A special police force, the [[Chronoproteate]] was established to catch and punish repeat offenders or those who seek to undermine the city's safeguards. As their power grew and their requirements became clear, the Dictate was created to automate and simplify their job.&lt;br /&gt;
&lt;br /&gt;
= Function =&lt;br /&gt;
&lt;br /&gt;
The Dictate's function is to protect the continued existence of Termanistan, as well as its relative political stability. Whenever a spell is cast, the Dictate creates a local snapshot. The extents of this snapshot is determined by the proximity to other spells and the levels of the spells involved. Automated process then monitor the effects of the spells, and if their effects are deemed destructive to the city, there is a rollback to the snapshot, the offending spell is countered, and the offender is warned about his actions. If the case is not cut-and-dried, the Chronoproteate is notified and an agent dispatched to the scene.&lt;br /&gt;
