Old Shuuti-ichi was once a sub-city of Et-Gong. During The Second War, the area of the sub-city sank below the seas, and The Floating City of Shuuti-ichi has taken old Shuuti-ichi's place in Et-Gong's bureaucracy.
The sunken ruins are easily visible below the crystal-clear water of the Lake of Shuuti-Ichi.
